POSITION OVERVIEW

JOB SUMMARY:

The Human Resources Data Analyst reports to the Senior Associate Vice President of Human Resources. This position serves as the Banner Human Resources Security Administrator and the Systems Administrator for other platforms in Human Resources. This position is responsible for Banner HR Security, other platform security, and data integrity. This position is the point of contact with the General Counsel’s office for all subpoenas and public records requests. This position is responsible for the Human Resources scanning of personnel records. This position is responsible for all Board of Governors (BOG) reports and reporting. This position is responsible for updating and maintaining the Human Resources website.

MINIMUM QUALIFICATIONS:

Masters degree in an appropriate area of specialization with one year of relevant experience or a Bachelors degree in an appropriate area of specialization with three years of relevant experience.

POSITION QUALIFICATIONS:

Knowledge of various State and Federal laws relating to Human Resources personnel/payroll processing such as: Florida Statutes, DOL, FLSA, IRS, FERPA, USCIS employment eligibility regulations, and Florida public records laws. Knowledge of recruitment, employment, and classification processes. Knowledge of university policies and procedures. Excellent verbal and written communication skills. Strong technical and mathematical skills. Ability to maintain confidentiality. Ability to maintain a professional attitude and provide exemplary customer service.

PREFERRED QUALIFICATIONS:

- Certification as PHR or IT-related certificate
-Proven work experience with Oracle PL/SQL development for data retrieval, manipulation, and optimization
-Proficiency in Oracle Database technologies
-Experience supporting Ellucian Enterprise Systems (such as Banner, BDM) in Higher Education
-Experience working with APIs for developing data integration solutions between Banner and external systems
-Excellent problem-solving and debugging skills
-Strong communication and teamwork skills
-Ability to work independently and collaboratively in a fast-paced environment
-Experience in web application development tools is a plus
- Experience with the Florida Sunshine Law, the Public Records Law, and the State's record retention laws

ESSENTIAL FUNCTIONS/JOB DUTIES:
  • 40% - This position is responsible for collecting and analyzing data to generate reports for the Human Resources department and for the needs of the campus community, The incumbent is responsible for the data integrity related to various Human Resources platforms (i.e., Banner, PageUp, etc.), verification, and any associated cleanup. The incumbent defines and documents internal business processes and definitions in a business continuity design. This position works collaboratively with all units to define data needs and designs reports to empower users to make informed decisions. The incumbent proposes innovative solutions to complex business needs using all available reporting tools and technologies. Serves as the Human Resources system administrator and the Banner HR Security Administrator. Directs the customer liaison activities related to the Banner HR System acting as Data Custodian/Data Liaison. Responsible for managing, researching, and implementing enhancements, upgrades and ensuring the Banner HR systems meeting the needs of our customers. Facilitates the implementation of the SCT Banner Student modules by evaluating system capabilities and processes and impact on Banner Human Resources modules. Assists the Senior Associate Vice President of Human Resources and University administration with data requests and special reporting needs. - (Essential)
  • 20% - This position is responsible for the creating, updating, and maintaining the Human Resources website for https://uwf.edu/offices/human-resources/ and https://careers.uwf.edu/. Ensuring that both websites meet university and accessibility standards. - (Essential)
  • 20% - This position is responsible for liaising with General Counsel for all subpoenas and public records. This includes using discernment to determine what type of documents to provide, coordinating with other Human Resources employees who will need to provide documents, and copying/printing documents/personnel files to send to the General Counsel as it relates to the request. This position will also track all requests and report on numbers on an annual basis. - (Essential)
  • 10% - This position is responsible for the BOG reports that are required to be submitted two times in a calendar year. This includes creating the report, validating the date, and cleaning up the errors. This position will collaborate with Institutional Research and the Controller's Office to ensure that all reports are accurate prior to submission. - (Essential)
