POSITION OVERVIEW

JOB SUMMARY:

Serves as the Division of Student Affairs’ senior financial and operational strategist. Provides oversight of all financial planning, forecasting, and resource allocation across all funding sources including E&G, A&S, auxiliary, foundation, and student fee funds. Leads divisional operational infrastructure including HR processes, purchasing, travel, and space coordination through direct supervision of finance and operations staff. Reporting directly to the Vice President, this position acts as a key advisor to the division’s executive leadership team on long-range financial strategy, risk management, and resource alignment with divisional priorities.

MINIMUM QUALIFICATIONS:

Masters degree in an appropriate area of specialization and six years of directly related professional experience; or a bachelors degree in an appropriate area of specialization and eight years of directly related professional experience.

POSITION QUALIFICATIONS:

Demonstrated experience with financial planning and analysis for the development of multi-year financial models, forecasts, and scenario planning.

PREFERRED QUALIFICATIONS:

Master’s degree in business administration, public administration, higher education administration, finance, accounting, information systems, or a related field.
Experience in higher education or another large complex organization.
Experience with higher education fund sources including Education & General (E&G), Activity & Service (A&S) fees, auxiliaries, foundation accounts, grants, or student fee operations.
Experience with financial forecasting, dashboard development, strategic planning, and operational assessment.
Experience overseeing operational support areas such as technology support services, HR operations, purchasing, compliance, or facilities/space coordination.
Experience leading organizational process improvement and operational efficiency initiatives.
Experience presenting financial and operational information to executive leadership.

ESSENTIAL FUNCTIONS/JOB DUTIES:
  • 35% - Strategic Financial Leadership & Forecasting Leads the development of multi-year financial models, forecasts, and scenario planning across all divisional fund sources, including E&G, A&S, auxiliaries, foundation, and student fee funds. Analyzes key trends such as enrollment, fee revenue, personnel costs, and auxiliary performance, translating findings into clear, decision-ready recommendations for senior leadership. Develops and maintains division-wide financial dashboards and performance indicators to support ongoing monitoring and strategic decision-making. Advises the Vice President and leadership team on resource allocation strategies, use of carryforward funds, and long-term financial sustainability. Identifies financial risks and opportunities across the division and recommends proactive strategies to address them. - (Essential)
  • 20% - Divisional Budget Oversight & Fund Management Oversees the development, administration, and ongoing management of the division’s operating budget, exceeding $25 million. Ensures all financial activities comply with state regulations, university policies, and funding source requirements, including E&G, A&S fees, auxiliary funds, foundation accounts, and student health fees. Provides oversight of fee-funded operations to ensure alignment with statutory requirements and institutional expectations. Reviews and approves high-level budget actions, including reallocations, funding strategies, and significant financial commitments, ensuring appropriate stewardship and alignment with divisional priorities. - (Essential)
  • 30% - Operational Oversight (HR, Purchasing, Travel, Space and Technology Support Services) Provides oversight of divisional operational functions through direct supervision of operations and support staff responsible for human resources, purchasing, travel, space management, and divisional technology support services. Ensures compliance and operational efficiency in HR processes, including personnel action forms, recruitments, and compensation actions. Oversees purchasing, contract management, and P-Card activity to ensure adherence to policies and minimize audit risk. Monitors travel authorization and reimbursement processes to ensure compliance with state and university requirements. Coordinates divisional space planning and utilization to maximize efficiency. Serves as the division's primary liaison to Facilities Planning and Management, and related campus operational units. Coordinates facility-related projects, maintenance request follow-up, renovations, and space needs on behalf of the division and facilitates communication between divisional departments and university partners. Provides operational support and information to assist divisional leadership in facilities-related decision-making. Provides leadership and oversight of Technology Support Services (TSS), including divisional technology support, device deployment and lifecycle management, coordination of departmental technology needs, operational systems support, and collaboration with central ITS to ensure effective and reliable technology operations across the division. Leads efforts to standardize processes, improve operational workflows, leverage technology solutions, and implement efficiencies that reduce risk and enhance operational effectiveness across the division. - (Essential)
  • 10% - Supervision & Organizational Capacity Building Provides direct supervision to the Business/Finance Manager and Operations Manager, ensuring alignment of responsibilities and performance expectations. Builds a high-functioning support structure that effectively serves departments across the division. Establishes clear service standards, workflows, and accountability measures to ensure consistent and reliable support. Fosters a culture of collaboration, responsiveness, and continuous improvement within the finance and operations functions. - (Essential)
  • 5% - Training, Support, and Other Duties as Assigned Develops and implements training programs for budget managers and departmental staff to strengthen understanding of financial processes, policies, and compliance requirements. Provides ongoing consultation and guidance on financial and operational matters, serving as a resource for departments navigating complex funding and administrative issues. Responsible for other duties as assigned. - (Essential)
