POSITION OVERVIEW

JOB SUMMARY:

The Chief of Police provides executive leadership, strategic planning, and overall command for the University of West Florida Police Department and all campus public safety and security services. The Chief is entrusted with authority over law enforcement operations to preserve the safety and well-being of the entire university community, its people, and its property. This position reports to the Chief Operations Officer.

The Chief of Police directs all operational and administrative functions of the University Police Department.

MINIMUM QUALIFICATIONS:

Masters degree in an appropriate area of specialization and six years of appropriate experience; or a bachelors degree in an appropriate area of specialization and eight years of appropriate experience.

POSITION QUALIFICATIONS:

Expert knowledge of federal, state, and local laws, statutes, and regulations. Knowledge of legal processes, the criminal justice system, and investigative procedures. Extensive knowledge of business and management principles involved in strategic planning, resource allocation, and human resources modeling. Knowledge of emergency communication and emergency management protocols.

PREFERRED QUALIFICATIONS:

Master's degree. FBI National Academy Associates (FBINAA) certification or comparable executive training is highly desirable.

ESSENTIAL FUNCTIONS/JOB DUTIES:
  • 30% - Command and Oversight: Provide strategic direction, vision, and operational management for all departmental functions, including Patrol, Investigations, Communications (Dispatch), and Records, - (Essential)
  • 15% - Policy and Accreditation: Develop, implement, and monitor the effectiveness of Police Department policies and procedures, ensuring high standards for performance and adherence to best practices. Ensure ongoing compliance with state and national accreditation standards and best practices. - (Essential)
  • 10% - Supervision and Training: Supervise, train, evaluate, and develop all sworn and civilian subordinates in accomplishing the department mission. - (Essential)
  • 10% - Budget and Financial Stewardship: Responsible for formulating and administering annual operating budget for the department. Seek efficiencies, measure effectiveness, and pursue grants and other external funding sources for departmental initiatives and operations. - (Essential)
  • 5% - Compliance and contingency Planning: Coordinate contingency plans, investigations, and law enforcement activities with local, state, and federal law enforcement agencies, as well as fire and emergency management agencies. Responsible for oversight of the University's compliance with the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act and its reporting requirements. - (Essential)
  • 5% - Crime Prevention and Outreach: Develop and oversee campus outreach, education, and prevention programs. Analyze crime trends and incident reports to develop programmatic utilization of personnel to offset these trends. Coordinate investigations of criminal offenses on campus. - (Essential)
  • 10% - Community Policing Practices: Oversee required training in de-escalation tactics, conflict resolution, and mental health responses, as opposed to traditional law enforcement responses, when circumstances warrant. Interact with community to promote public safety. - (Essential)
  • 5% - Emergency Response: Manage and direct the departmental response to emergencies and critical incidents on campus. Serve as essential personnel during university closings, emergencies, and unscheduled closings. - (Essential)
  • 5% - Campus Liaison and Trust Building: Act as the primary police/community liaison. Promote an interactive, positive relationship between the department and all internal and external stakeholders (students, faculty, staff, parents, and visitors) with the goal of building trust. - (Essential)
  • 5% - Threat Management: Oversee a proactive strategy to identify and manage potential threats before they escalate. Oversee security concerns of university buildings and property, including security technology, access control systems, and routine security inspections. - (Essential)
