POSITION OVERVIEW

JOB SUMMARY:

Working and assisting in the direction of fiscal and accounting functions and functions as the Controller in his/her absence, as required. Reports to the Controller. Provides the leadership to ensure optimal day to day operations and interactions of the various facets of the Controller's Office. Provides research and oversight in the interpretation of applicable laws, rules, and regulations related to Controller's Office operations and ensures compliance. Supervises direct reports and multiple operational areas. Assists in the preparation and administration of the annual financial statements. Actively seeks out opportunities for process/system improvement and manages implementation.

MINIMUM QUALIFICATIONS:

Master's degree in an appropriate area of specialization and four years of appropriate experience; or a bachelor's degree in an appropriate area of specialization and six years of appropriate experience.

POSITION QUALIFICATIONS:

The incumbent should possess solid managerial and leadership skills, as well as good written oral communication skills and knowledge of significant computer applications. Prior experience should include a minimum of one to three years' experience with governmental accounting functions, a thorough knowledge of generally accepted accounting principles, and an understanding of Governmental accounting standards.

PREFERRED QUALIFICATIONS:

CPA Certification preferred. Payroll experience preferred. Prior Supervision Experience preferred. Experience with higher education or other governmental accounting preferred.

ESSENTIAL FUNCTIONS/JOB DUTIES:
  • 25% - This position is responsible for providing the leadership to ensure optimal day to day operations and interactions of the various facets of the Controller's Office, to include payroll, disbursement, general accounting, and treasury. As such, this position is responsible for assisting the Senior Associate Vice President/Controller in policy development, developing and implementing appropriate internal fiscal controls, interpreting and communicating accounting and financial policy changes to the university community, and other high level responsibilities as needed or as requested. Encourages a working environment that promotes superlative customer service and staff self actualization. - (Essential)
  • 25% - This position provides research and oversight to ensure that accounting for revenues and expenses are incompliance with guidelines and restrictions established for various fund types, including Educational & General, Auxiliary, Concessions, Athletics, Grants and Contracts, Student Government, and Financial Aid. This position interprets federal rules and laws, state statutes and other agencies policies and procedures as applicable and appropriate. Participates in the development of financial policy recommendations for the University and handling of shared concerns of all State Universities in Florida through the Inter-Institutional Committee on Finance and Accounting (ICOFA). - (Essential)

  • 25% - Manages, supervises and assists employees in areas of direct responsibility (Accounts Payable, General Accounting, Payroll, and Treasury) in the conduct of routine operations. This includes the communication and supervision of procedures, assurance of efficiency and accuracy of workflow and work products, assigning of objectives, evaluation of performance, promotion of exceptional customer service, and staff development. Developing and assigning annual goals and review of said goals. - (Essential)
  • 10% - Actively engages in the development and implementation of financial and management information systems such as Concur that add value to transparency and accountability in university fiscal operations by furthering data driven analysis and management at all levels. Actively seeks technological advancements and operational innovations that have the capacity to result in greater efficiencies and effectiveness in the financial services arena. Serves as resident expert in data request of information. Manage the Concur complexities related to the data reporting, system management, and data integration to our Banner ERP. - (Essential)
