POSITION OVERVIEW

JOB SUMMARY:

Responsible for all fiscal matters related to the Office of the President. Departments directly reporting to the President include the Office of the President, External Affairs (BOT and Governmental Relations), Office of General Counsel, Human Resources, Intercollegiate Athletics, Internal Auditing & Management Consulting, UWF Compliance Program, Office of Military Services, Academy of American Civic Republicanism, and Florida SBDC Network. This position will assist the President's Office in planning, coordinating, and facilitating the President Division's budget in order to achieve objectives and goals of the division. Advise the President's Office on the financial status of the division including quarterly and annual projections in budget; forecast departmental needs and resources, allocate resources as appropriate, and provide summary budget to appropriate departmental directors; and, assist directors in establishing annual comprehensive budgets as needed.

Advise and work with the President and the President's departmental directors on all financial aspects of the department and act as a liaison on all budget issues.

Manage the accounting, fiscal, major purchasing and other administrative activities involving financial resources for the Office of the President by formulating and administering the President's Office budget.

Have full fiscal responsibility for budget analysis, revenue verification, cash-flow projections and analysis, and account reconciliation for all E&G, auxiliary, concessions, research and UWF Foundation accounts.

Responsible for control and monitoring receipt and/or disbursement of departmental funding. Responsible for monitoring all foundation budgets and contracts generated by the department.

Work closely with Human Resources on all Office of the President and reporting departments' personnel matters.

MINIMUM QUALIFICATIONS:

Master’s degree in an appropriate area of specialization and four years of appropriate experience: or a bachelor’s degree in an appropriate area of specialization and six years of appropriate experience.

POSITION QUALIFICATIONS:

Knowledge of financial accounting & reporting principles, budget preparation, and fiscal forecasting. Knowledge of University policies, including, but not limited to, those related to hiring, procurement, payroll, and financial policies. Master’s degree in an appropriate area of specialization and four years of appropriate experience: or a bachelor’s degree in an appropriate area of specialization and six years of appropriate experience.

PREFERRED QUALIFICATIONS:

Master's degree in accounting, finance, or business and four years of appropriate experience. Experience in local, state or federal governments accounting and/or CPA is strongly preferred.

ESSENTIAL FUNCTIONS/JOB DUTIES:
  • 35% - Responsible for fiscal matters related to the Office of the President. Assist the President in establishing annual comprehensive budgets. Formulate and administer the annual operating budget for the Office of the President. Monitor expenditures and has full fiscal responsibility for budget analysis, and account reconciliation for all E&G, auxiliary, concessions, research, and UWF Foundation accounts. Project departmental needs and resources. Prioritize needs allocating resources as appropriate and provides summary budget documents to appropriate direct reports. Act as liaison for the Office of the President related to fiscal issues. Consult with the President regarding fiscal, personnel, and other matters. - (Essential)
  • 25% - Advise and assist the President in formulating fiscal policies to achieve University goals and objectives, and interpret University fiscal policies and procedures for implementation in the President’s Office. Responsible for implementing all fiscal policies and procedures within the President’s Office. Exercise independent decision-making while operating within the boundaries of policies and procedures established by the University. Responsible for designing and maintaining the budget process to meet control and monitoring requirements. Responsible for issuance of timely financial statements and reports to assist the President in monitoring the effectiveness of programs and policies. Manage accurate recording and filing of budget information. Coordinate and monitor short and long range fiscal planning and research. Exercise the highest standards of confidentiality and discretion. - (Essential)
  • 15% - Approve purchases for the Office of the President. Process all payments (direct pay requests, purchase requisitions, procurement card) for the Office of the President. Prepare all budget transfers and journal entries; reconcile monthly ledgers and monitor and/or approve expense reports for the Office of the President. Serve as Concur delegate for assigned individuals within the Division. Review and sign departmental budget and personnel-related forms as directed by the President. - (Essential)
  • 5% - Responsible for the preparation, recording, and tracking of action sheets routed through the Office of the President. - (Essential)
  • 20% - Provide primary or backup administrative support as needed to departments within the President’s Division. Assist in directing, planning and implementing objectives for the division. Interpret and apply university policies, manage resources, and initiate action to achieve division objectives. Other duties as assigned. - (Essential)
